When the Water Turns Silent: How Bangladesh’s First Fisheries Insurance Gives Farmers a Voice Against Climate Risk

Title
“When the Water Turns Silent: How Bangladesh’s First Fisheries Insurance Gives Farmers a Voice Against Climate Risk”

Hook
In Satkhira, Nurul Haque has been farming fish for over a decade. His pond is more than a business, it’s how he feeds his family, pays his children’s school fees, and supports two workers from his village. Last year, a tidal surge hit unexpectedly. The pond’s boundary wall couldn’t hold, and the water washed out most of his fish in one night.

“I watched helplessly,” Nurul said. “I couldn’t stop the water. And I couldn’t stop the loss.”

He had no insurance. No compensation. Just silence, worry, and an empty pond.

But this year, Nurul made a different choice. At a village Uthaan Boithok, he learned about fisheries microinsurance something he’d never heard of before.

At Green Delta Insurance PLC, we believe no farmer should face climate risks alone. That’s why we’ve launched Bangladesh’s first-ever parametric micro insurance for fisheries starting with smallholder freshwater fish farmers.

  • Fast payouts
  • Less paperwork
  • Climate-triggered protection that works when it’s needed most

The Breakthrough

  • Parametric micro-insurance: automatic payouts the instant weather data confirms a hit.
  • No claims forms, no branch visits. Farmers receive money through mobile wallets.

Beyond the Policy

Digital ToolWhat It Delivers
Motsho Bondhu (Android & iOS)Pond-level weather alerts, feed & growth calculator, short video tips
AI Call Centre (Speaklar)Bangla voice support -nutrition, disease, insurance help

Developed in collaboration with Innovision Consulting and Swisscontact Bangladesh, under the Bangladesh Microinsurance Market Development Programme (BMMDP) and funded by the Swiss Agency for Development and Cooperation (SDC) – this insurance is tailored to protect farmers from weather-related loss.

But we didn’t stop at insurance. We’re combining financial protection with powerful digital tools:

  • Motsho Bondhu – a mobile app offering hyperlocal forecasts, aquaculture advice, and feed management tools
  • AI-powered call center (via our partner Speaklar) –  giving farmers expert help, right from their villages

Rolling Out

We’ve already begun reaching farmers through Uthaan Boithoks in Mymensingh – interactive gatherings that connect farmers, input dealers, and local officials. The result?

  • Strong interest
  • Growing enrollments
  • Real conversations about resilience

This initiative is part of the project titled “Development and Testing of a Viable Microinsurance Product in the Fisheries/Aquaculture Sector of Bangladesh,” implemented by Innovision Consulting under the BMMDP of Swisscontact and funded by SDC.

The project is being piloted in Mymensingh, Khulna, Satkhira, Bagerhat, and Jashore to assess feasibility, refine the model, and scale what works.

Why It’s Bigger Than Insurance

Because when a farmer feels seen and shielded, they feed more, earn more, and hire more. Resilience is contagious.

This is more than insurance. It’s resilience through innovation.
